Track B
Industry
& Energy Transition
The Baltic is becoming Europe's offshore wind frontier. Pomerania is already building it.
Poland's first offshore wind farm - Baltic Power (1.14 GW, ORLEN + Northland Power) - is under active construction 23 km off the Pomeranian coast. The substations were manufactured in Gdańsk and Gdynia. The supply chain runs through the region. This is not a future scenario. It is happening now.
Why Pomerania for industrial and energy investment:
- Offshore wind capacity target: 5.9 GW by 2030, 18 GW by 2040 (PEP2040)
- $2 billion in planned grid investments in the region (Energa Operator)
- Port of Gdańsk: #1 container port on the Baltic Sea · 3.9M TEU in 2025 · fastest-growing EU port in 2025 (+21.7% YoY) · new direct transatlantic route
- Port of Gdynia: 17m deep quays · proven offshore component transhipment track record · Outer Port development underway
- 3rd R&D expenditure region in Poland (2023) · #1 in R&D expenditure per R&D employee in Poland
- 500 ha of investment-ready land · 2 Special Economic Zones

Why now
The window is open. The region is in motion.
Pomerania is not preparing for transformation. It is in the middle of one. Offshore wind projects are under active construction. Port capacity has just expanded with a new terminal that pushed Baltic Hub to 4.5M TEU annually. The BSS cluster is maturing from operational centre to strategic hub - Nike chose Gdańsk for one of only four global AI centres. Siemens Gamesa opened its Baltic Offshore Centre here in 2024. Aker Solutions followed.
Early movers gain what later entrants cannot: the best locations, the strongest local partnerships, and direct access to a team that has already delivered 228 investment projects and 26,340 new jobs.
